Response of Arunachal Information Commission

Appreciated for your quick reaction and response through e-mail on our telephonic discussion. I am sorry for not sending the appallent/complainants phone/cell nos as the staff were on leave and I myself was out of station for a few days. However, I had instructed the Dy. Registrar to find out the contact nos but coul not be done due to non availabity of the staff. I ave faxed two copies, a few moments back, hope you have received it.
Regarding the delay in disposal in our commission is due to following reasons.
1. Majority of the cases needs several hearing on account of the absent either PIO or Appellant/complainant due to faculiar hilly and terain area and remote geographical location in the border area.
2. Commission ensures that the appelant/complainant do get information. Therefore, we fixed a final hearing for confirmation of our order i.e. the information has been furnished satisfactorily by PIO/Public authority. Thus, the information is already furnished by the time our final order is issued. Generally, interim order is issued for furnishing of information in many case.
3. Delay of final order is also due to unsufficient staff. Till today the staffs are posted from the Department of General Administration/Personel as a stop gape arrangement i.e. not created new require post for the commission. The secretary cum registrar post is also not created till today and hold by an IAS officer in addtion to his normal posted duty. To ensure autonomy of the commission, the commission must have own independent staff and financial autonomy.
I hope you would understand our constraint. We attempt to do our best to serve and uphold RTI Act despite all constraints.
