		<description>I am fully agree on the opinions given by Laxmi and Rajeev above. This practice is totally faulty as PIO and FAA are always departmental channels . PIO is just junior officer of FAA in any department and in case of any corruption related issue both generally try to overshadow  by providing diverting informations . This practice must be stopped immediately. I have seen that in many cases the FAA also prepare reply for PIO(informally in draft form ) also when later on ICs order for providing some additional information to the applicant .

Implementation of such RTI law in corrupt country(Ranked 4th in the world- courtesy &#039;Transparency International&#039;)  like India is a tedious job. One has to resort to penalities to implement the law . I C s do not impose penalties and simply call for explanations and leave them with warning only . IC place themselves in place of applicant then listen their conscious and take decisions.</description>

totality. Hardly a few organization has publicly disseminated
correctly and completely all the information on their web-site as is
mandatory under Section 4.

Second, it is very appropriate to say that CPIO and AA should not be
from the same branch of the Organization. Usually, the current
practice is that CPIO Is a junior working under AA. For example, in
many educational institutes, CPIO is aan assistant/deputy Registrar
and AA is the Registrar. Thus, supply of information as well as the
disposal of the first appeal is done by the same authority. I suggest
that AA should be from the different stream/branch of the Instt.
Management; whosoever is the AA, the responsibility and accountability
must lie with the CEO of the Institute/Organization.

 Third, SIC/CIC must prescribe penalty in case of violation. CPIO/AA
may be left free for their FIRST VIOLATION but MUST not for the
repeated violations. I see in my case that in spite of having a very
careful plan to delay supply of correct and complete information,
systematically supplying wrong and contradictory information, keep on
destroying the information of consequence, not following any of the
more than dozen orders from CIC, not a single penny of penalty is
imposed by the CIC, when the case has entered in its 4th year and many
hundreds of the students were denied their rightful right to get
admissions. RTI Act has provisions for financial penalty, initiating
disciplinary action, invoking CPC including a jail term, and
compensate for losses incurred due to no-supply of correct and
complete information in time.</description>

		<description>Why the decision of the AAs is not satisfying the citizen and the IInd appeal is mostly resorted to:
1. Since in the organisation the CPIO/PIO and the A A have been chosen from the same branch of the organisation with CPIO subordinate of A A . Any decision that is taken by CPIO in an RTI case is being taken in consultation with the A A. Therefore the effectiveness of the appeal with the same A A gets diluted. The CPIO and the A A  in an organisation should be from two different branches i.e. CPIO &amp; A A should in no case be working in the same branch of the organisation , the branches/ units should be different though in the same organisation.
